Position Summary:

The Relocation Consultant oversees and delivers onsite resident relocation advisory services to residents living at affordable housing communities undergoing rehabilitation. The Relocation Consultant ensures all federal and state relocation policies and procedures are followed so residents affected as a direct result of a rehabilitation are not permanently displaced and are treated fairly, consistently and equitably. The Relocation Consultant serves as the centralized point person for residents to understand their protections under the Department of Housing and Urban Development (HUD) regulations and for residents to receive any additional supportive services requested throughout the entirety of the rehabilitation timeline.

Job Functions:

  • Coordinate with Columbia Residential property management, development and construction teams, general contractors, and residents for preparation of rehab phasing plans and relocation plans.
  • Formulate specific relocation plans for each occupied unit including unit assignments detailing where each household will be temporarily or permanently housed over each phase of construction.
  • Prepare and oversee the distribution of all required relocation notices to each household; Ensure specific relocation notices are signed by the residents according to federal relocation policies.
  • Conduct needs assessment with each household to build supportive relationships and understand any household challenges and/or special needs requiring attention during the relocation process; Facilitate linkages and referrals to supportive services if requested.
  • Coordinate and facilitate resident community meetings to advise residents of the status of the rehabilitation work, proposed construction schedules, and projected relocation dates and procedures.
  • Identify and coordinate moving services for each household; Create detailed moving schedules and provide on-site supervision of moving crews for each scheduled moving day.
  • Accomplish financial relocation goals by preparing relocation budgets, tracking all relocation expenses, submitting all third-party invoices, analyzing variances, and recommending ways to reduce costs.
  • Maintain updated relocation files on each household including copies of all notices issued, copies of receipt of delivery of any required notices, receipts of all relocation assistance costs provided, and notes of referral and information services provided to address any resident relocation concerns.
  • Maintain professional and technical knowledge by attending trainings and educational workshops.
  • Attend and actively participate in Columbia Residential Resident Services department meetings providing updates on any current and upcoming relocation projects.
  • Complete any additional tasks determined by the Vice President of Resident Services

Job Requirements:

Education: 

  • Bachelor’s degree from an accredited college or university in a related field such as social work, psychology, or public health a plus.

Experience: 

  • Two (2)  years’ experience in direct relocation advisory services delivery on acquisition and rehab projects of mixed income family and senior housing communities.
  • Two (2)  years’ experience in social service delivery with elderly and/or adult disabled populations.
  • Demonstrated knowledge of the Department of Housing and Urban Development’s (HUD) Rental Assistance Demonstration (RAD) program, the Uniform Relocation Assistance and Real Property Acquisition Policies Act (URA), and the Georgia Department of Community Affairs Relocation Guidelines.
  • Demonstrated knowledge of housing providers, supportive service providers and available resources in the Metro Atlanta region.
  • Proven problem-solving skills and capacity to adapt quickly and adjust to changing and often challenging environments.
  • Experienced in basic administrative functions (Word, Excel, Outlook, etc.).
  • Strong verbal communicator.
  • Strong organizational and time management skills, planning abilities and attention to detail

Supervisory Responsibility: Project specific with potential of future assistance from Relocation Specialists.

Working Conditions: Duties are conducted primarily in an office environment. It is necessary to conduct home visits and attend resident community meetings. Work hours may fluctuate and include occasional evening and weekend hours. Moderate traveling is necessary.
